The Troika shall comprise of the Current, the Outgoing and the In-coming Chairpersons of CISSA. The current Chairperson provides leadership to the Troika.

The powers and functions of the Troika shall be:

• The Troika shall carry out duties and functions delegated to it by the Bureau
• Present the state of peace and security on the continent to the PSC
• Intervene and mediate in conflict situations
