CISSA\u2019s raison d\u2019etre is to assist the African Union and all its institutions to effectively address the seemingly intractable security challenges confronting Africa. It was also conceived as a mechanism of dialogue, study, analysis, consulting, concerting, and adopting common strategies towards common security challenges among Intelligence and Security Organisations of Africa.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-82de238 elementor-widget elementor-widget-heading\" data-id=\"82de238\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Endorsement by AU<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a3047b6 elementor-widget elementor-widget-text-editor\" data-id=\"a3047b6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>During January 2005 AU Mid-Term Assembly endorsed the establishment of CISSA through Decision 62 and directed that it should collaborate with the African Union and all its structures through an Intelligence and Security Committee (ISC).\u00a0 The ISC, which is located in the Office of the Chairperson of the African Union Commission, is the mode of collaboration with the African Union and all its structures.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d283d9e elementor-widget elementor-widget-heading\" data-id=\"d283d9e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Vision<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-00c68ee elementor-widget elementor-widget-text-editor\" data-id=\"00c68ee\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>To be the primary provider of intelligence to the policy-making organs of the African Union, thereby strengthening its capacity to deepen and preserve stability in Africa.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-51a0630 elementor-widget elementor-widget-heading\" data-id=\"51a0630\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Mission<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6730852 elementor-widget elementor-widget-text-editor\" data-id=\"6730852\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>To coordinate intelligence as well as promote cooperation, confidence-building measures and capacity building among intelligence and security services of Africa.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e47dfbc elementor-widget elementor-widget-heading\" data-id=\"e47dfbc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Objectives<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-88b97a7 elementor-widget elementor-widget-text-editor\" data-id=\"88b97a7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The objectives of the CISSA shall be to:<\/p>\n<ul>\n<li>Provide leadership with regard to intelligence and security matters in furtherance of peace, security, and stability in Africa;<\/li>\n<li>Facilitate cooperation and interaction amongst Intelligence Services and the exchange&nbsp;of intelligence and coordination of strategies on all common security threats;<\/li>\n<li>Develop and consolidate confidence-building measures among intelligence and security services;<\/li>\n<li>Provide strategic intelligence to the AUC Chairperson and support the PSC;<\/li>\n<li>Serve as a platform for cooperation with similar organizations to CISSA outside Africa;<\/li>\n<li>Serve as a back channel of communication among Members during crisis and other circumstances that may arise.<\/li>\n<li>Serve as a platform for members to assist each other with capacity-building needs;
